I don't know what parts it's composed of, but it is one of the many specials that combine an aeroplane engine with the chassis of a vintage car and pretend to be a 1920s racing car. Sometimes they use a Great War engine but many use second war power.
I regret to say that most have been built in Europe and it's typical that, if they had built the body a foot wider, the engine could have been properly cowled over. . .

Built by Glenn Billqvist in Sweden. 27-litre Isotta-Frascini engine. 1924 Delage chassis. Il Drago Ruggente is the nickname.

Too late, I first found it on YouTube, but I was miss guided as it said it had a Roll Royce engine until I noticed the IF emblem.
