That's what the car is, yes, though I have to confess I didn't know who it was built for!
The car has a UK registration, so maybe he was UK-based?

Yes, the car was commissioned For Count Ciano.
He was based in Italy and was the Foreign Minister from 1936 until 1944 when he was executed.

Here is a sale notice in the UK from 1957 which also uses the puzzle photo.  I assume it was rescued after the war and taken to the UK at some points.
