Of course this car wasn't designed in 1984 but in 2011. It's just meant to be a 1984 car (but those huge wheels aren't 1984 at all).

I thought this proposal was an effort by a member of the Bugatti family to revive the Bugatti name, before Bugatti was brought back to life by Artioli.
Surely he couldn't get away with it in 2011 since the Bugatti name was owned by VW then with the Veyron in full production?
But I agree it doesn't look like a 1984 design...
