Not Loewy; whether or not his sketches came to fruition a number of Loewy designs were built, which is not the case for the subject of the puzzle (I'm pretty sure I'm right..)

the car sketch artist that Im thinking of ,I believe starts with the letter  S     he did sketches very similar in style like arbib,kroll but I can,t remember his name. your right he has been featured here before? I,ll keep digging though.

The DuPont Chemicals company commissioned a series of prints of Cars of Tomorrow and this is one of them.
