It's a Traction Avant, probably an 11CV and I believe bodied by Clabot.
The Clabot TAs I've seen have the headlights molded into to the bodywork so can anyone confirm this is definitely by Clabot?

Yes, it's a 1939 Citroen 11 B which was rebodied by Clabot in 1947. Below you can see it as found in 2007:

This has been very demanding on my O-Level French, but it seems that Robert Clabot operated just post war, particularly converting pre war cars, Citroen and one Delage. This car, which is well photographed, is apparently a 1939 car rebodied, as you suggest, in 1947. Is that the date you have?
