Well it's a development / variation of the Fend Lastenroller LR150,  and was produced in 1952 by RSM (Regensburger Stahl-u-Metallbau Gmbh). But the brochure called it a Fend-Rikscha

I had it as the Messerschmitt Mokuli, but never trust old sources - very good!

Rusty Chrome's answer is correct: The Mokuli came much later, it appeared first in 1957.

Hey guy's, Are you sure this is the same vehicle, I see several differences between the original picture and the Fend! No side head lights on original (centre front), no "handle bar" in the front and totaly different front wing shape!

Tis one, an evolution of the Fend-Lastenroller, was named Mokuli :

As described was the load Roller Pate for Mokuli. The width of the vehicle has been brought to about 1m, and reduces the load to 130 kg. The front tires was like the early Fend Streaker, the usual tires of transport bicycles (2.50 to 16). The wheel suspension on the front wheels was an oscillating axis sprung by a coil spring. It was used only in this type. The other models have a swing axle with rubber suspension similar to the Messerschmitt KR 200. The respective types were named after its payload capacity. The Model 130 , Mokuli 200 and the Mokuli 250 .

The text you quoted doesn't refer to the pictures. The Mokuli was the successor to the Lastenroller, appeared in 1957 and looked like this:
