I vaguely remember this one... Isn't it Italian, and built sometime during the war and right after it?

It is Italian, yes, from the late 1940s.

1948 Lucciola, powered by a 250cc Condor Giudetti engine.

Correct; and I thought this was quite hard!  Shows what I know...
But there's one question you haven't answered, so it's locked for you to do so.

Thanks, I had skipped one of the questions... Engineer Giorgio Pennachio, from Milan, was behind the project.

Yes indeed, he designed it.
It never took off though, figuratively speaking..

I found an old 1982 QR magazine clipping that might be of interest for this puzzle.
Now I learned that Lucciola means firefly in Italian and that it was used for several cars obviously.
Before I thought it is a brand name  :bag:
This is the automated Bing-translation for the photo text:

The electric "Firefly" built in 1949 by Piero Patria (photo on the side). A model of the same name, which fitted a Condor-Guidetti engine with valves at the head of 250cc and forced air cooling, was presented in 1947 by the Milanese G.B.Pennacchio (photo below)
