Dacia is the base (the easy bit!) but it wasn't for production in Romania, so that's the not the answer..

I haven't been able to corroborate this information, so you may have been right with your ID..
I'll have to look into it further and it may well be this puzzle is actually solved already..
I think I'll give you your point and move it and see what else comes up; if anything I can resurrect it.
