Yes. The driver was born in another part of Europe, but lived in a Benelux country and I believe adopted citizenship in that country.

I'm fairly confident he never competed in F1 racing - this photo was taken at a "Grand Prix" but it wasn't to F1 regulations.

I'm sorry, I don't know his date of birth.  However, I think it would probably be in between those dates.
