Your hopes are dashed! Yes it is - that wide cockpit area indicates that this was once designed to carry a racing mechanic. It's a modified Bugatti 35B that was raced pre-WW2 and modernised after the war.

My original puzzle asked for the chassis/engine combination, but to get the point - who owned this car? LOCKED for you.

(I see my puzzle was "what is this car" but the car was named after the owner/driver).

So it's a Bugatti after all, the radius arm was the give away.
Still can't find anything about it, did it race in Germany?

There is no Dutch connection to my knowledge. I know the name of the driver, and he named the car after himself - I believe he built the car.
