locked for you. AFAIK not from HSVP and not from 2008 - but it is a T3 from Japan

"Professor Takanashi Haneda of Shizuoka University of Art and Culture (SUAC) headed the design of the T3, a small open car that looked somewhat like a dodgem car. The plastic bodywork was realised by Takayanagi <...>" Chris Rees' book.
