It's the Slug, one of the prototypes for the Hillman Imp. Apparently powered by a Citroen 2CV engine in the rear

Sorry my mistake, there was was an initial version with a body by the Bacon Sheet Metal Company powered by a 2CV engine. This is one of two slightly later versions with a Villiers 600cc flat twin and body by Pressed Steel.
