I think you're right that it has an Austin grille.
But it's not based on a kid's car...

This car was built by a Dutchman named Mellaart, in Medan, Indonesia in 1953.
It was, as Otto said, based on a Crosley, from 1950.
After a long absence - with sincere apologies - I'm going to try and hoover up some of my old puzzles.
Starting with this one! Well found. It is indeed the work of Mr Mellaart, built in Indonesia on a Crosley using an Austin grille
