I've found that Jean Bertin designed an electric car in collaboration with MM. Berthelot, Mordchelles-Régnier et l'Electricité de France. Could it be the last company the one that you request?

As the location obviously is Arc-et-Senans, I assume that this car was shown at the ,,Journées d'études sur le véhicule électrique" in February 1973, together with the Bertin 01 (http://www.autopuzzles.com/forum/index.php?topic=11098) and the CGE (http://www.autopuzzles.com/forum/index.php?topic=19540).
Maybe I shoud say E.D.F. the acronime of Electricité de France.
