I think it's more likely to be based on an Appia, as it seems to be very short and small!
It was a 2000cc (from a modified V4 1.5) ;)

According to one observer the car was built by Sabatino Paganelli for racing driver Luigi Bellucci and is based around a Fiat 1100 chassis with a Lancia Aprilia engine.
