It's bodied by Gerónimo Gnecco.  The Old Motor says that The Cine Rodant is still in operation today as a service offered by the City of Buenos Aries.    Somebody on Twitter says that the base is a Tatra but I'm a little bit skeptic. Maybe ropat53 knows more about it.

Yes bodied by Gerónimo Gnecco, and base car/truck is not known.
