I cant find your specific model on google..so I will let others solve..I like the 1964 AMC Clipper more than the car in your puzzle..but your puzzle car is pretty cool too.

I understand that you want the name of the builder. That is why I am going to call Glastron boats tommorow. I am pretty sure your puzzle car was a promotional vehicle for Glastron boats & I am sure that they know & have the history of these cars.

1984 Chevrolet Cavalier called Crusin’ Together by by Fred Kanter from Boonton, New Jersey.
The experience of driving friend Matt Slimmer’s boat-car Toyboata in the Houston Art Car Parade was so positive for car collectors Stacy and Fred Kanter that they created one of their own to use and enjoy daily. With the help of Matt Slimmer and Rick Stone, Kanter mated a 1975 Glastron tri-hull boat to the chassis of a compact Chevrolet sedan to build a gift for his bride Stacy on the occasion of their wedding. Named for the Smokey Robinson song, Crusin’ Together was created to celebrate the eccentric and adventurous life shared by the couple. This street-legal boat-on-wheels has a custom nautical-theme interior and even a working barbecue for grilling the catch of the day. Collection of the artist

The only information I can find says that it's a 1964 AMC Rambler Clipper boat. It appears to be an early 1970s Glastron Starflite 17ft boat crafted onto (presumably) a 1964 AMC Rambler chassis. It has Clipper logos on the back that appear to have come from a Packard.
