I'll give the point to Thorax, for providing both halves of the name, as well as the type of engine.

The puzzle car is a Buggy Safari w VW 1600cc engine, made around 1985.  Various websites claim more than one was built, but I have only found pictures of one example.

One example that is, with 3 completely different looks, but the same license plate...

I had no idea that the Emis Art existed.  The puzzle car does appear to be based on one.  I don't think this should be merged with the existing Emis Art puzzle, but I will award a point to studhamsmudger
