perhaps more than one was built, or it was just repainted? This photo must be fairly comtempary to when the car was built so hopefully it's the former......

Well, the windscreen came from a Simca Sport...
Both cars (dark/light/dark and dark/dark/light) have the same license plate 88-DS-75.

1950's (maybe 1955) design by Philippe Charbonneaux on a Cirtroen 2CV chassis. Built by Pacaud.
Its amazing what designers back then did to "mundane" cars like the 2CV.

2CV designed by Charbonneaux is right, but I have a different builder..

I can't seem to find any other reference to this particular car. I'm going to throw out there Antem, since he's worked with them before, but I have now found 2 Internet sources attributing it to Pacaud.
