Does it have something to do with Gaylord ?

This is Jim Webb's Savage, based on a '48 Chevy chassis with a Pontiac V8. He later sold the moulds to La Dawri who marketed it as the Centurian 21.

And to answer pguillem's question, no it has no connection with the Gaylord, but I would say it must have influenced its appearance!

Right country, but it depends on what you mean with custom car. The whole body is new from the ground up.

Not the right base. It is possible that more cars were constructed with the design, but I'm only aware of this one.
