If it's not Czech, I think it's from Finland, but can't fully recall the name of the maker, which was something like Hopi, Kapi, or a short four-letter name like that :-\

Ah ha, it's French! That's why I recognised it! I think its a Land Star, made by De La Chappelle near Lyon.

Oophs, how did I forget to mention that. As an Arola owner (a 14) I naturally should have mentioned the Land Star was sold as an Arola! I was partly right about Finland too, as this 'car' was made under license there briefly, although I still can't recall its name.
