It's got leaf springs at the front, and heavy-duty hubs. Is it based on a 4-wheel drive chassis? Looking at the hubs, I'm thinking of something like an early Toyota Land Cruiser.

Well spotted! It is based on a Japanese 4-wheel drive chassis, but not a Toyota Land Cruiser. Locked for one attempt at the base car.

There's really only the wheels and hubs to go on, but I can't find an exact match. I did find a 1960s Nissan Patrol fire engine with 6-bolt wheels and very similar front hubs. Is that at all close?

Yes, it is based on a Nissan Patrol, and that's about all I know about it. It has Dutch licence plates, so I guess it was built there. In the ad where the picture comes from it was referred to as the Nissan Big Roadster, but I am not sure whether that's really its name.
