I seem to recall a photo of a similar car stating that it was a one-off miniature Ford GT40 built for the children of a Middle Eastern prince, or something like that. I know none of that is sufficient for a point, but is this at least looking in the right direction?

Yes, it is a minituarized Ford GT 40, but not a one-off.
