Looks to me lke a Cisitalia D46, but the bonnet bulge is unusual.  Mr Dusio did try to qualify a D46 for the Italian grand prix, possibly with a different (supercharged ?) engine.  Might this be the car ?

No idea about the driver - there were so many top names in them at that time. However I would love it to have been Nuvolari.....
