It is a Skoda, and the year could be right. (The owner names a year different to the production span given in literature.)

I was thinking about a 650 model when I answered Skoda... And indeed, a "Skoda 650" Google search gives pictures of the car you present (with just a few tens built, it is already remarkable that one has survived) and, as you mentioned, 1930 is given as the year. I doubt this though, as slanted windshields and radiators have apparently been used by Skoda only in 1932-33.

That's the correct solution. It is a Skoda 650, I think it is from 1932.
