The writing on the plates has Dallas above the actual identification number, and Texas below it, so you can see where I would be led astray... Should've blanked out the numberplate!
Unfortunately my source did not include more than a snippet of information so I had no idea Hrubon was based there, I only had Geubwiller as the location under the Schmitt name.

Remembering what Hrubon did to the Mini Moke, I'd rather have expected something like a Dacon 828!  ;D

The "Hauts de Seine" licence plate was a big hint for a french guy like me, so I just had to list the manufacturers from this Département that were active in the eighties.
