Looks like a front-engined Formula III job, but to comply with the Rules i'll just ask if it's F III

Yes it is. In fact for various reasons, it's listed twice on that well-known site.

Telna, by Andre' Hanlet from Belgium, 1951. Sarolea engine at first and then JAP

Correct. Some believe it was a copy of  the car of Robert Kahn, others that it was a Kahn car simply renamed. That's why I mentioned it could be seen twice on that certain site.
