Surprised by my own success. "lady on scooter 1900" into Yahoo search and there it was.  Lady Florence Norman, a Suffragette, on Her Motor-Scooter (an Autoped) in 1916.

Spot on.  A point is winging its way to you.
That sounds like the same site as I found by chance.  The caption I have is "1916. Lady Florence Norman used her Autoped to scoot to her offices where she worked as an administrator in central London.
