For too easy a point for the Experts as norberthanke has already supplied the correct nam (for which I may yet give him a point) but my question asked who built it, so I need their full name.
Anycase this puzzle is now unlocked.

It looks like the missing piece you are looking for is that the car - which is, as Norbert said, the Andong - was built by the Andong Autombile Refit Works sometime prior to 1965, when the city in which it was built and named for (Andong) was renamed. The car was basically a modified copy of the Dongfeng CA71.

Yes, that's what I was looking for so it's 1 point for you.
It seems a bit mean to deprive norberthanke of a point since he did identify the name of the car and the fact it was a  copy of China's first car, the Dongfeng CA 71, so I've given him a point as well despite the fact he didn't seem interested in identifying the maker...
