1963 Keene Steamliner, a steam-powered car built by Charles F. Keene. He built a few different versions over the years, but in my opinion this one is by far the best-looking. A very neat and well-engineered piece of work.

Yes, except it was the Steamliner 2 as he had made an earlier Steamliner:

It used a Victress body and was, of course, not the only steam car to do so:

Well done.

I have split those two threads again. I think your doubts are worth considering. The Williams car had different bumpers and windshield wipers. I think that SACO's car is the Keen Steamer #2. In 2006 both cars still existed:

I think it should rather be merged with your Keen puzzle https://www.autopuzzles.com/forum/2013-42/solved-neh-3011-keen-steamliner-2-1963. The header should be altered of course. What do you think?

I'd say it's the Keen car, yes, so I've merged SACO's puzzle with that original thread instead.
There are details differences; the wheels are different on the Williams and SACO's car still seems to have its original Keen wheels - if it's a later picture; if not then the wheels are those it always had..
