I guessed that from the registration plate and have Googled endlessly using Regensburg as a key word, along with Eigenbau, Special, home-built and VW.  Plus other relevant words!
But nothing shows up (in the UK; maybe it does in other countries).

Thank you. I've been in contact with the current owner of the car for years. He will restore it sooner or later. This is what he told me last year. The car deserves it.

I tried contacting the guy who has the website dedicated to The Red Presto, but he failed to reply.
I note the last entries on the site are from 2012, so maybe he no longer has the car and has abandoned the website.
On that site it states that the car was built by a student in 1962, based on a 1957 Beetle..

I heard from the guy who is restoring the car (Oli) but he says it's not finished yet; he's been quite ill for some time but he hopes to have it finished this year.
He says the student who built it did it as part of his studies at university.
It's name then was "Red Artow" (I assume he didn't mean "Red Arrow").

Hello everyone, my name is Oli and I am the owner of the Fire Arrow or The Red Presto. A friend showed me this page and that this is about the car. I am still working on the restoration, which has not yet been completed due to a long illness and private reasons.The TRP was built by 2 friends Armin Hell and Helmut Vetter. Armin was the engineer and Helmut the doer. The car was registered in Germany in 1962 and de-registered in 1974.
