I haven't a clue - I just recognised the shape of the front end. 

Is it a prototype panel van produced by BMC Australia based on their "1800 Utility"

Please unlock this as I have no idea where to look further.

There is a bit of Australia in this car, but it's not, in its present form, a product of BMC Australia.  It was built by a Danny Baird using two Austin 1800 utes and, for the roof, a Holden HQ Panel Van.  The rear  tailgate and door were made from the rear cab window and tailgate from an Austin 1800 ute.
