This is the e.Go Life by e.Go Mobile AG, presented at CeBIT 2017 in Hannover last month. It was easy to deduce from the RWTH-Aachen Campus logo on the side skirt of the car...

I had assumed it had been designed by e.Go staff, or at least by RWTH staff or students... I assume you mean the bodywork comes from a design studio? Is this design company based in Rheinland?

Initial prototype was most probably made by e.Go themselves, but this new version is done by a design studio and it is not from Rheinland and not from Germany to help you. No more hints
