It seems it used parts from a number of vehicles, but it was mostly Ford (Model A) based.
the closet so far is called mail buggy,but I,ll keep searching.

Ha, you are slowly moving to the final answer (just like a postal delivery vehicle) as the unusual large wheels on this cat were known as Stiltmobile wheels, but frustratingly (for you) this is not the name of this machine, so still locked to you for another 24 hours...

I don't think the manufacturer was very well known, but it did produce this car (with its HiStilt wheels) specifically for main deliveries...
As a clue, the car's name reflects its 'HiStilt' off-road capabilities in extreme and cold weather conditions ;)
