dzima1985 gets the point, it is indeed the Palatov D2 with the new bodywork that was introduced for the 2016 MY.

Actually, this unit in particular is an extra-powerful prototype and is called called the D2RS. It competed in Pikes Peak in 2015 with the old body, winning the Open class, and was then rebodied and went back to Pikes Peak in 2016, where it came in second in the Open class.
