Yes, it is the CEIIA BE, and it's true that it evolved from the previous Mobicar project (The BE is also autonomous, apparently). I know oko94 first asked if it was electric, then quickly edited and typed the name before Wendax posted, and he added the image afterwards, so he gets the point (but be careful when editing after posting! This can lead to problems trying to discern the winner). Below is another front view.
