It's a certainly a one-off. Technically not "home-made", because the guy who built it was given help from the authorities in the form of manpower to help him and a space to work at an engineering installation.

Armelim Cardoso is a Colonel of the Angolan Air Force. He created this vehicle using a motorcycle engine and a bunch of recycled parts and materials. He was given help by civilian workers of the Air Force and his General allowed him to use the workshops of a military airfield in Luanda. The vehicle took 8 months to build and was presented in 2015. It is reportedly the first motor vehicle ever to be designed and built in Angola. Cardoso explained his intent was to make a vehicle that would be useful for Angolan farmers. He named it Núria after his daughter.
