This City Car concept was presented in 2010 and there was some talk of developing it for production but the recession put an end to those plans.

eCom-mini is correct! Built by a company called Think Together, located in Midori, Gunma prefecture, that specializes in low-speed electric neighbourhood vehicles.

This is the FOMM/SIIT vehicle. FOMM stands for "First One Mile Mobility"; SIIT is the Sirindhorn International Institute of Technology of Thammasat University, located in Bangkok. One important detail I forgot to mention is that the vehicle is amphibious, it can float on water and be used to move across rivers and flooded areas.
