I found it!!! It's a custom special from Greece. Bult by Dimitris Papanagnou.
It was featured in a MAX Power magazine and even had a 'special edition' with MAX Power stickers. What a beautiful?... hunk of mess.

I didn't know about the MAX Power article, I just read about it in some online posts on popular car sites which poked fun at Papanagnou for advertising his creation at a whopping $800,000. He later claimed it had been a typo and he meant $80,000, but that is still a joke for such a sorry-looking thing. I don't know if he managed to sell it in the end, or for how much.
I checked to see the ebay listing and its been taken down. Most likely because no one wanted it. Granted this was back in 2010 and is either sitting in a barn, actually in a trash compactor, or being driven around by Mr. Papanagnou.
... No take that back because he was selling it on eBay. Even he didnt want it.
