it was built in France

This reply made me think that it was built in France by a company which had its HQ outside of France, is that correct?

Yes, that's about it. This picture belongs to a series of Westinghouse pictures I found recently. Westinghouse later set up a deal and cars were assembled in Arad, then Hungary branded as MARTA (Magyar Automobil Rt, Arad) from 1909. I suspect the photos belonged to one of the engineers who made the deal possible between Westinghouse and Hungary and who worked previously at the French company.
