Could be, but I don't have any affirmative information about this car except its name and license plate.

Gumaro E-4, built by Roland Heier in Hamburgo in 1973.
Chassis VW-1600, 54CV.
license plate NF-AZ-305
He built 4 cars and this is his forth one...the 3rd was Syltcar 3.

Yes, Gumaro is what I was looking for. Thanks for additional info. The license plate belongs to North Frisia, at the west coast of Schleswig-Holstein. So I am not sure about the car been built in Hamburg. But this one being his fourth car makes me hope the other three will be posted here sooner or later.
