John (Joop) Tjaarda. His cars, and design studies were named "Sterkenberg" after some family connection. He may well have been influenced by Edmund Rumpler, as the two worked at Spjeker at one time.

I know this 1931 publication, too.
One source I found claims to know the name or better designation of this design.

does it happen to be the briggs dream car?
I guess this design was a stepstone that also led to the Briggs car.
However, as mentioned before, my source called this sketch Sterkenburg XXX car (don´t count the X´s...)
so far the only information I could find was ,Sterkenburg rear-engine car?,I,ll keep searching though.
