It seems to be a new vehicle, designed to look vintage. Japanese perhaps?

It is indeed a recent "retro" design, but not from Japan.

I identified the base vehicle thanks to those fat side mirrors, then it was a matter of time before finding this strange conversion.

That's right! It's a retro design especially aimed for food trucks, based on a Fiat Ducato. Point for you.
