European parts & build in the US?
That's it, yes. European mechanical parts but it's a one-off body built in the US, not a Sylva or anything else!
Is it front wheel drive?
Is it on a proprietary chassis or platform, or is it a purpose-built chassis?

On a Triumph Herald/ Vitesse/ Spitfire chassis?
No (we've already established that the base is not English).
Whoops! I missed that. :-[
Is it Fiat-based.
No, not Fiat-based.

Volvo based?
Yes!
Locked for you to complete the puzzle.
Well it is a homebuilt based on a 1960 Volvo B18/B16 powertrain which is missing! Its unique feature is that it has a very attractive all steel superleggera style body - small tubes covered by steel panels. Its builder seems to be unknown, but it is for sale with the powertrain of your choice for a mere 10000 dollars.
That's it, yes.
It seems to be entirelly hand-built by someone on the west coast USA, originally around Volvo parts (engine, transmission, suspension) but now it's short of its mechanicals but the seller says it could take a Volvo engine again, or an Alfa or maybe a V8!
It looks interesting but needs a lot of work to make it a driveable car..
Well done.
