Cannot judge the scale of this car, is it a child's car?

You make a very good point - I'm afraid it's not a child's car, but very much full scale.

It has 8 exhaust pipes so is it V8 powered - perhaps a Riley or Autovia V8 engine?

Is it some kind of publicity vehicle? Cannot believe it's a race car.

It was not built for racing as such, nor as a publicity vehicle, although it would have gained publicity at the time.

It is Sig Haugdahl's man-driven rocket-powered car that he built in the early 1930s.
