No, but the person driving the car was indeed its creator, and also a notable figure in the world of engineering at the turn of the century. However, his main claim to fame is in a field unrelated to the automotive world.

Yes, it's one of a handful of electric cars made by Frank A. Perret, who would later go on to become one of the world's foremost volcanologists. The one in the picture was actually his second attempt, built in 1898.
