It's a Paul Jaray designed 1938 Ford V8 built by Wendler. Commissioned by Wilhem Ritter von Graf of Stuttgart.

Correct, except that the design was by Freiherr von Koenig-Fachsenfeld (and Ritter von Graf's Christian name was Wilhelm).
