What a lovely photo! Is it an American mom and daughter about to race electric bumper cars in about 1908?

Not sure about the relationship of the drivers, otherwise correct except for the year.

Oguerrerob

These are Electric Custer cars from 1931

Too late. Oguerrerob is right.
Custer made several different models: these was 'Cabbie' (a miniature railroad vehicles), the Coupè (a miniature car), the Cootie (a children's car), the Chair (a 3 wheeler) and the Carrier (a factory truck). I believe these are Cooties.

Wendax

Yes, it is a Custer Cootie. One point for Oguerrerob.

Interesting that the little cars had sliding-pillar-and-coil independent front suspension!  8)
