Not sure about the relationship of the drivers, otherwise correct except for the year.

These are Electric Custer cars from 1931

Too late. Oguerrerob is right.
Custer made several different models: these was 'Cabbie' (a miniature railroad vehicles), the Coupè (a miniature car), the Cootie (a children's car), the Chair (a 3 wheeler) and the Carrier (a factory truck). I believe these are Cooties.

Interesting that the little cars had sliding-pillar-and-coil independent front suspension!  8)
