Not based on a Citroen 2 CV, although the headlights certainly come from it.

I found the car,very little information with it.According to my source it was the pieper eigenbouw from the Netherlands,more information is being sought after for the manufacturer Mr. E. Pieper.It mentioned an article in a magazine in 1970?
